To conserve fuel, fly over water! For some reason, the helicopter will not need any fuel when flying over bodies of water.
Alternative Way To Conserve Fuel
To conserve fuel you must be over land. Frequently push the start button again and again, a turbo controller is ideal. It may be annoying but it saves fuel in desperate situations.

For 5 lives, enter the password TQQQLOM. For 10 lives, enter the password BQQQAEZ.
